Pastoral Council Minutes, 
January 18th, 2022
Present: Elizabeth Amsberry, Nathan Heitz, Phil Paladino, Father Doug Wathier, Wayne Green.  Zoom: Joe Barber, Elaine Lawler.  Not present: Kris Dunkin

  • Meeting called to order by Nathan
  • Father Doug started with prayer
  • The October 19th minutes were reviewed. Joe moved to accept the minutes, seconded by Elizabeth, and approved by the Council.
  • Finance report (Joe)
    • Bequest:
      • We have not yet received an inventory from the Executor of the Bequest.
      • We have offered the executor three options but have not received a response.
      • The finance committee recommends that we terminate our relationship with the executor and work with Legacy Auction Company to sell the property and the contents. Joe made a motion to proceed with the Finance committee’s recommendation, seconded by Wayne, and approved by Council.
    • Church roof:
      • Ongoing issues with parts of the church roof. Bad spots have been patched.
      • Have received a $114,000 bid to repair the entire roof. Need three bids before proceeding.
      • There is $50,000 being held in the building fund.
      • We will wait on doing anything with roof pending the decisions on the building project.
 
  • Phase 2 Committee Update
    • Have received the report from the Fundraising consultants and they see a potential to raise 1.0 to 1.5 million. They conducted about 45 interviews and received about 125 surveys.
    • The 1.5 million figure was given to the architects to use in their planning. 
    • Once architectural plans are available, town hall meetings will be conducted to solicit input from the parish.
    • The plans will also need to be approved by the archdiocese.

    • Joe made motion to approve the contributions, seconded by Nathan, and approved by Council.
 
  • Jenne Seward has resigned from Council. There was discussion on potential candidates to replace her.
  • Wayne moved that the meeting be adjourned, seconded by Joe, and approved by Council.
  • Next Council meeting will be Tuesday, February 15th at 7:00pm.

Finance Council –  Jan. 18, 2021  No Nov-Dec meetings.
Present: Kelly Flege, Steve Phyfe, Becky David, Becky Willson, Joe Barber, Fr Doug Wathier. Also present: Deacon Phil Paladino, Dixie Jacobs.
Monthly Financials: Offertory continues to be strong. December was about last year’s giving. Expenses are within budget. We paid the first half of the Archdiocesan taxa, which was $1500 less than expected. The second half will be paid in Feb-Mar. The income or growth on the religious education endowment was $17,492, and was reinvested in the endowment. Steve made a motion to accept the monthly financials as presented; Becky D. seconded the motion. The motion passed unanimously.
Bequest Update: In Nov, Dixie contacted an auctioneer to determine the services and costs involved, if the parish would take possession of the estate “as is.” The auctioneer had been contacted by the executor and had done a through walk-through of the contents and property, so he was very familiar with the estate. The executor had not scheduled an auction at the time of this conversation. The inventory by the executor has not been completed, and the court has declared the inventory delinquent. The estate will probably request an extension to complete a inventory, which the courts typically grant. Kelly made a motion to terminate the relationship with the executor and take possession of the estate so the parish can liquidate the contents and property by an auctioneer. Steve seconded the motion; the motion passed unanimously. This recommendation will be sent to the pastoral council for approval.
Phase 2 Building Update: The fundraising survey estimates the parish can raise $1-1.5 million for a building campaign. The building committee and architects will begin work to narrow the options to fit within this range. This would not include the costs of replacing the roof or parking lot. It does include a 10% contingency.
Roof Update: During Dec a small section of shingles blew off the SW portion of the nave roof. A contractor did a temporary patch, but stressed additional problems with potential water infiltration can occur as the shingles kept tearing from being so brittle. His recommendation to re-shingle “sooner than later.” The contractor submitted a bid to shingle the entire roof for $114,618; the bid is good for one month due to the volatility of pricing at this time. The archdiocese will require three bids as part of the proxy (archdiocesan approval of projects over $10,000).
Some direction from the councils was requested before building & grounds got additional bids in consideration of the phase 2 building project and its impact on the roof line. Deacon Phil shared the nave roof will most likely not be impacted by the addition, but the hall/office roof lines may be affected by the expansion. The finance council agreed this a project that should not be put off to avoid potential damage to the interior from water. They would like input from our architect on shingling the nave at this time, and delay the hall/office area until expansion or to proceed with the entire roof. Dixie will email the architect, so they can consider this before Tues, Jan 25, building meeting. This expense will included in the budget as plans for this project continue.
Additional information will be forwarded by email when it is available.
Furnace Replacement: Building & grounds and councils decided to replace 2 of the 7 furnaces each year heating the office, classrooms and hall. Unit 5 and 7 were replaced this fiscal year. The finance council recommended continuing to budget for the 2 furnaces, but not to order any until the heating plan for the addition is determined this spring.
Gutter by Office Door: This is a commercial grade gutter, built into the roof line. It is bent down causing some water/ice issues in near the office door. We have not had a contractor evaluate it. The phase 2 building project is beginning discussion of a potential awning over this south entrance and should have more information in the next couple months. Recommended having building & grounds evaluate situation, with consideration this area may change.
Nave Furnace Controller & Filters: The controller regulating heat and the programmable thermostat for the nave’s commercial furnace is obsolete and cannot be repaired. The contractor was able to get it functioning but could not estimate how long it would operate. The contractor bid a new controller at $6000. The current controller is 6 years old. Question is there difference in models – one that may be more dependable. The 2 filters for the nave furnace are about $1800 each with a life-span of 15 years. We had some complaints about air movement in the church, and these filters are 13 years old. Question whether these filters could impact the efficiency or utility costs? The council would consider for this year or next fiscal year with a building & grounds recommendation.

Faith Formation Commission Meeting,  January 4th, 2022

  1. Faith Formation Program Updates (Angie)
  • Continuing to work on lesson planning
  • Edge: plan to incorporate the Bible into each session. Ordering extra youth Bibles. These are the Bibles used to Confirmation.
  • Gradually replacing the Children’s Bible with new ones
  • NCYC virtual retreat went well. There were 14 attendees. Theme was the Holy Spirit and fire.
  • Inviting students in Youth Ministry to attend Parish events and adding Youth Ministry activities to these events. Also inviting these students to attend Edge sessions.
  • Continuing to work on Confirmation Planning including the overall outline, chapter overviews, and speakers.
  • Will start promoting the next NCYC soon.
  • Potential adult sessions on the Matthew Kelly book given out at Advent
 
2. Building Project Feasibility Study:
  •     Study document was handed out and Angie, Sandy, and Father shared comments.

St. Mary Building & Grounds Minutes: Tuesday, Feb 8th @ 6:15 pm
Father Doug said an opening prayer to start the meeting at 6:20 p.m.

Repairs: Outside
Roof shingles- The shingles must be replaced above the nave following a temporary patch/repair after a section of shingles blew off last Dec. Due to the upcoming Phase II construction, the nave will be the focus of this project. Duane presented three bids submitted by area contractors and was going to follow up to confirm the cost for just the nave (they provided cost for entire roof). If the bid still falls in the range discussed by the committee, B&G would then recommend this bid to the finance committee for approval. The start date for this project would be as soon as the weather permits to avoid potential water damage to the interior of the nave.
South parking lot- In October, B&G reported that the crack fill in the parking lot done earlier in 2021 had been recently reviewed and it was determined there was no need to do more at that time. Fast forward to February 2022 (mid-winter) and the cracks have grown deeper in the lot due to the deterioration of the sub-base of the parking lot area. This project will be addressed with the Phase II construction.
In addition, the (rapidly) declining sidewalks will be addressed in Phase II.  Due to continuous shifting the sidewalks have become a tripping hazard in some areas and will be marked clearly until improvements are made.
Office west entry gutter- This project will have to wait on the proposed installation of a new roof or construction of canopy over the church entry. It has become increasingly unsafe for entry into the building and is a priority to be addressed before next winter. B&G committee will keep this topic on the ‘to do’ list.
 
Repairs: Inside
ERV filter replacement- This is the filter for fresh air intake and typically is replaced every 15 years. This project should be completed in spring or summer. After reviewing bids for this repair, the decision was made to go with Air Services (at a cost of approximately $1,600) and forward this recommendation to the finance committee for approval.
Nave Air Handler controller- The touchscreen for the controller for the HVAC system is in need of repair/replacement. Duane researched both options and presented them to the committee. It was decided to go with the repair option provided by TRANE Inc. at this time (operational up to 5 years) for a cost of $1,600 compared to a new controller for $6,000.
Furnace replacement – The plan to replace 2 furnaces per year was initiated last October (furnaces #5 and #7 were replaced). The process has been put on hold for 2022 while waiting for further clarification of the Phase II construction plans. Duane will update the committee as needed on the status of the furnaces while waiting.
Hall east wall stress crack- The Phase II architects will review this area during their visit on Thursday, Feb. 10th. This wall was built as a temporary wall and is showing signs of a stress fracture which may be reinforced at this time while waiting for Phase II construction.
 
Maintenance:
Weed control- Duane provided bids from two contractors and it was decided to continue with the current provider going forward at a cost of $800 per year.
Prairie- Duane has been managing the church prairie along with the director of Bremer County Conservation and it will be mowed again this summer (June).
Eagle Scout Project update- Will Dewall has proposed to build a firewood shed for the firepit area and is waiting on approval from his scout troop. If the project is approved, he will begin the project in the spring.
Equipment in long term storage- Duane provided a list of unused equipment taking up valuable storage space. The committee discussed a possible silent auction as an option to repurpose these items (and create much needed storage space) and Duane will take the next steps toward that event.

Social Justice Meeting Minutes, January 10, 2022 @ 7:00 p.m.

    4. New program, Blue Prints” in partnership with Family Management and Financial Group Solutions.  Caseworker helps a family to develop a financial plan with the goal to help a family get a conventional loan. Includes referral to realtor and loan officer. Offers financial classes.

No contact from commission. Remove from the agenda until there is some group activity.
4.    January prayer vigil for the unborn on Friday, January 21st
