Pastoral Council Minutes, February 22, 2022
Present:  Joe Barber, Nathan Heitz, Father Doug Wathier. Zoom:  Elizabeth Ansberry, Elaine Lawer. Not Present:  Kris Dunkin, Wayne Green
  • Meeting called to order by Nathan. Prayer led by Father
  • Minutes from 1/18/22 were reviewed.  Joe moved to accept the minutes, seconded by Elizabeth, and approved by Council
  • Finance Council update by Joe:
    • Bequest:
      • Executor of the estate provided an inventory listing with the court at an approximate value of $250,000. 
    • Roof update:
      • Four bids were received to re-shingle the nave plus the portion over the mechanical room.  The low bid and bid recommended by Building and Grounds wasat a cost of $37,086 for a 50 year Legacy Malarkey shingle, a class #4 shingle
      • This is the type of shingle recommended by the architect on Phase 2 and is preferred due to its high wind resistance.  This would take place as soon as the weather permits in the spring.  The shingle is available and expected to still be available when the remainder of the existing building is re-shingled with Phase 2
      • Finance recommends we move forward with the bid.  Cost to be covered by cash in hand from the building fund.  Joe moved to proceed with the B&G/Finance recommendation of the bid, Elaine seconded, and was approved by Council
  • Peace & Justice Committee
    • Contributions:
      • Local:  Bremer County Food Pantry $750
      • State/National:  CV Friends of the Family $1,000
      • International:  Catholic Medical Mission Board $1,000
      • Joe made a motion to approve the above contributions, Elaine seconded, and was approved by Council
    • Recommendation on fund distribution:
      • P&J sought approval to make contributions immediately after approval by the Committee instead of waiting for Pastoral Council approval.  This will improve responsiveness and reporting.  P&J will submit a quarterly report to Council of funds distributed
      • Joe moved to accept the recommendation submitted by P&J provided that approved contributions remain within the scope of the P&J mission statement.  This approval will remain valid until the end of the church fiscal year.  At that time the Pastoral Council will evaluate re-approval on an annual basis going forward.  Nathan seconded and Council approved. 
  • Phase 2 update provided by Tab Ray, Phase 2 co-chair
    • The Phase 2 Committee has refined the proposals to what they feel includes all primary projects and some secondary projects established by the feasibility study.
    • The proposed addition will include 3 classrooms, 2 conference rooms, and 2 individual restrooms.  This would be an L shaped addition off the southeast corner of the existing building.  Additionally, there would be an overhang off the main south entrance with a partial wall on the west side to stop the wind.  There would covered drive up space wide enough for 3 cars.  The existing sidewalk would be moved, and handicap parking would be closer to the reconfigured south entrance.  The estimated cost is $1.5 million.  When bid, there would be an option to add a 4th classroom with an estimated total cost of $1.7 million
    • The cost estimate does not include technology upgrades in the existing building, shingling the remainder of the existing building, or the parking lot. 
    • After completing the proxy process with the Archdiocese, town hall meetings will be conducted with the congregation with the capital campaign to follow. 
    • Finance approved the recommendation to start the proxy process under the plans detailed above.  Joe moved to accept the Finance recommendation, Nathan seconded, Council approved. 
  • Other:  office staff continues to reach out to potential new members for Pastoral Council. 
  • Joe moved to adjourn the meeting, Elizabeth seconded, and approved by Council.  Meeting adjourned at 8:01 PM.

Finance Council –  Feb 22, 2022  No Nov-Dec meetings.
Present: Kelly Flege, Steve Phyfe, Becky David, Becky Willson, Becky David, Joe Barber, Fr Doug Wathier. Also present: Tab Ray, Dixie Jacobs.
Monthly Financials: Offertory continues to be strong. The second half  of taxa will be paid end of Feb or Mar. The income or growth on the religious education endowment was $17,492, and was reinvested in the endowment. No extraordinary expenses to report. Steve made a motion to accept the financials as presented; Becky D seconded the motion. The motion passed unanimously.
Bequest Update:  The inventory lists the values as:
Property $156,110 / Stocks & bonds $47,390 / Notes/Cash $32,706 / Misc property $10,000.  Total $246,207
Phase 2 Building Update: Tab presented the preliminary plan for the addition, which includes a covered south entrance with glass panels for wind protection, 3 classrooms, 2 conference rooms, and 2 restrooms for an estimated $1.5 million. A 4th classroom could be added, if fundraising comes in higher than expected, for a total of $1.7 million. This includes a 10% contingency. The parish will need to present the plan at the Archdiocesan Building Commission for their approval, then parish town hall meetings can be scheduled, and the capital campaign will begin. Bids will be acquired in Jan-Feb 2023 and construction potentially to begin spring-summer of 2023. Steve made a motion to recommend the presented preliminary plans to the pastoral council and to proceed with a capital campaign fundraiser after Archdiocesan approval of the plans. Becky D. seconded the motion; the motion passed unanimously.
Roof Update: The building and grounds committee recommendation to replace the nave shingles and the section over the mechanical room that has a leak for $37,086 by JS Builders. Kelly made a motion to go the building and grounds recommendation, and to use the building savings set aside for the roof. Steve seconded the motion; the motion passed unanimously.
Mar 15 Meeting: Budgeted endowment withdrawal, estate update, Phase 2 update, 2022/23 budget items  for building and grounds and personnel.  Meeting adjourned.

 
Social Justice Meeting Minutes, February 14, 2022 @ 7:00 p.m.

  1. Food Bank volunteer day
  • Signed up for March 5 from 9 - 11 a.m.
  • Approved draft of bulletin announcement with addition of “limit to 30 people.”
  • Sign up on website and paper
  • Lindsey will update Dan at the Food Bank on the number of volunteers signed up prior to March 5.
 2.  Habitat for Humanity
  • Dedication in Waterloo Walnut neighborhood next Tuesday (2/22)
  • Spring auction March 4 at Hilton Garden in Cedar Falls.  Buy tickets online. 
3.        Mary’s Meals for Lent - Ash Wednesday is March 2.
  • Phil sent out updated documents for review
  • Materials not available to put together a bulletin board. Val will check with Mollie.
4. Group decided on bulletin insert - letter and info on prayer cards. Val will print inserts for bulletin and prayer cards for distribution.  Check on numbers with Dixie.  Jan, Lindsey, and Val will stuff bulletins on 1/25.  Time to be determined.NOTE: after discussion with Dixie, she will  incorporate the information  into the bulletin and we will not print as an insert. This way the information is available to all when the bulletin is posted on the parish website. Cards are ready for distribution. Parish office staff will print more as needed.
5. Ted, Wayne, and Jan  will check schedules and availability to speak after the masses on March 5 and 6. They will coordinate schedules. Phil will verify with  Fr. Doug.
 6.  We have discussed in the past doing an educational program periodically.  What could we offer?  Let’s keep thinking of what we might do. One suggestion is to piggyback with the group meeting at the brewery and present a topic at one of those gatherings. 
7.  Website
  • How many hits does our website get on average in a month? Per Dixie - Last 30 days from February 11: 611 visits/day, 1067 page views, average number of viewed pages per visit is 1.7.  215 hits on homepage, 30 hits on calendar, single digit hits for all other pages.  Past 7 days: 145 visits with an average number of pages viewed of 1.36.
  • Can our meeting minutes be posted?
  • Instead of highlighting a charity every quarter, we will list the organizations we usually support with a mission statement or brief description and a link to the organization’s website.  Becky, Wayne, and Ted will work on this and present at our next meeting. 
8.        Tithe
  •  Becky presented via Finance Council to the Pastoral Council the request that tithes do not need to be reviewed by the Pastoral Council every month since the Pastoral Council has approved the overall tithing monies through the budget process. Becky will write for and present to the Finance and Pastoral Councils guidelines for approval of tithes by the Social Justice Committee which will eliminate the additional step of Pastoral Council approving every month.
  • No tithe distribution this month.
